Background
Timor-Leste has a high rate of illiteracy (50.1% in 2005 ). Of adults aged 35-44 years, 67% of males and 87% of females have less than full primary education, most of whom live in rural areas. In 2009 adult female illiteracy rate is still higher. Though some progress has been made, adult female illiteracy still stands at 56% . Non-Formal Education (NFE) is provided by the National Department for Recurrent Education of the Ministry of Education.
The National Department for Recurrent Education faces various challenges, such as the need to strengthen capacities of their NFE personnel at national, district and village levels (notably in policy development, planning and management); lack of teaching-learning materials; lack of NFE regulations and standards; and lack of facilities and communication system.
UNESCO Office, Jakarta’s 35C/5 Regular Programme and CapEFA work plans aim to continue the support we have provided for the country in developing their NFE in accordance to their draft 2010-2015 Strategy of the National Directorate for Recurrent Education, building on previous support provided. There is a strong need to put in place capacity development priorities for the female and male Ministry of Education personnel at different levels and locations. CapEFA will significantly improve national and district capacities in planning, implementing, monitoring and evaluating literacy and continuing education programmes.
Duties and Responsibilities
Under the overall supervision of the Director of UNESCO Office, Jakarta, and the direct supervision of the Head of the Education Unit, the National Officer shall assist the International Consultant in undertaking the overall planning, implementation, monitoring, evaluation, and documentation of the Extra-Budgetary Programme - Capacity development for EFA 2010-2011 on “Building National Capacity of Timor-Leste for Evidence-based Literacy Policy Initiatives and Effective Monitoring of Literacy Programmes” (CapEFA TL). CapEFA TL aims to improve institutional capacity of the female and male Ministry of Education personnel in planning, implementing, monitoring and evaluating Non-Formal Education programmes within the framework of the United Nations Literacy Decade (UNLD). Non-Formal Education programmes would encompass development of Community Learning Centers, equivalency education, systematic collection and analysis of literacy data, formulation of national literacy frameworks, development of their District level Strategies to improve literacy and develop the national literacy curriculum framework (with specific attention given to core issues, including gender mainstreaming and rights-based approach). In close cooperation with the International consultant, the National Officer shall specifically:
1. Assist in undertaking the approved indicative work plan for Phase 1 consisting of the following steps, activities, and timeline:
Step 1: Advocacy, dialogue and consensus-building
Step 2: Capacity assessments, mapping exercises and situational analysis
Step 3: Formulation of capacity development action plan
2. Assist in reviewing related records, including control work-plans, progress reports, project inputs, budgets and financial expenditures.
3. Liaise with related government and non-government programme beneficiaries and partners.
4. Assist in maintaining internal and external relations through arranging and, when requested, participating in meetings. Take notes and make minutes of the meetings.
5. Prepare and update summaries, short reports, presentations and databases with relevant information concerning CapEFA TL.
6. Assist in developing detailed indicative work plans for implementation of capacity development response (Step 4), and monitoring, quality assurance and evaluation (Step 5) in close coordination with UNESCO Headquarters, UNESCO Bangkok, the programme beneficiaries, and partners.
7. Following approval of the indicative work plans for Steps 4 and 5, assist in managing implementation of the planned activities during the first five months.
8. Ensure team work with the International Consultant and Programme Assistant for CapEFA TL, as well as with the Education Unit staff.
9. Perform other duties in her/his field(s) of competence as required.

• Familiarity with human rights-based approaches and gender equality approaches;
• Experience in drafting and finalizing programming documents;
• Demonstrated ability to work in teams and in harmony with persons of different national background and cultures.
Languages:
• Excellent oral and written skills in English and Portuguese. Strong ability to serve as interpreter and translator when required. Oral skills in Tetum language would be an advantage.
